I spotted this on a recent trip to Worcester. It's a modern life raft on a pleasure cruiser. Shouldn't be too difficult to model - just a sheet of plastic, probably several 2mm thick rectangles laminated, with beveled edges and some thread. Where the rope joins the raft a cut out is needed but a little work with a round needle file should sort this.
The markings on top are fluorescent so people using it in the dark can easily find the edges. I'm not sure how many passengers this would hold but the boat offers river cruises so those things must be pretty buoyant.
