I've never had much success using resin or varnish or any kind of liquid 'water'
I use a sheet of thin picture glass built into the scenery from the beginning of construction. If painted on the reverse side with dark brown/green/black, you get a nice reflective water surface that doesn't have dust particles or other surface imperfections and you don't get a large meniscus around the edges. If you need ripples on the surface, you can always paint these onto the surface of the glass with clear resin, but it takes skill to get it realistic.
